IRP, Inc. Board of Directors Meeting

The IRP Board of Directors met January 14 and 15 in San Diego, CA.

It was two days packed with reports from committees and task forces on their accomplishments, reports from FMCSA, AAMVA, our industry partners and our representative from Mexico. There were presentations on the Full Reciprocity Proposal, the recommendations of the Compliance Audit Working Group, and the Clearinghouse modernization.

The Board also welcomed its new members, Craig Hanson (CA), Deann Williams (KS), and Tom Wilcoxen (CO).

The agenda is available on the IRP website and draft minutes will be posted when they are completed.


Notice of Proposed Rulemaking on HVUT Enforcement

IRP, Inc. will be filing comments in response to the Department of Transportation (DOT), Federal Highway Administration (FHWA) November 30, 2009, Notice of Proposed Rulemaking, on updated FHWA procedures for enforcement of the state registration of vehicles subject to the Heavy Vehicle Use Tax (HVUT).

The draft will be provided to the Board of Directors and to member jurisdictions for feedback prior to submission of the final comments.

2010 UCRA Fees Still Not Set

Due to the elimination of trailing equipment from the Unified Carrier Registration Agreement (UCRA) fee calculation, new fees must be set for 2010. The Federal Motor Carrier Safety Administration (FMCSA) is charged with setting the fees by means of a federal rulemaking.

The Board of Directors of the Unified Carrier Registration Agreement met January 12, 2010, in San Diego. During the meeting, FMCSA announced that publication of the 2010 fees will not be determined until later this year.

FMCSA proposed much higher rates which have been opposed industry groups. The federal Office of Management and Budget (OMB) have determined that the rulemaking is “significant,” which means that they will conduct a full economic review which can take more than 90 days. Participating states cannot collect anything under the UCRA program until the fees are published.


First IRP/IFTA Audit Webinar Very Successful

On Thursday January 21, 2010, IRP and IFTA hosted the first joint webinar focused on auditing, “IRP – IFTA Audits, Pre-Audit Planning and Opening Conferences”. Over 200 registrants from IRP and IFTA membership logged on to participate. Thom Rabaglia from Wisconsin and Rick LaRose from Connecticut delivered a very informative presentation on pre-audit planning and the importance of communication between the auditing jurisdiction and the motor carrier.

A copy of the presentation, additional information from yesterday’s webinar, and information from previous webinars, is available on the IRP website.

The use of webinars as a way to provide training and education is proving to be a valuable tool for both the IRP and IFTA communities as is evident by the large number of attendees. More webinar training opportunities are being developed. Stay tuned for webinar announcements …
