Credits & Refunds

The following table list the credits and/or refunds for each IRP jurisdiction.

British Columbia

California  

A weight fee credit for the unused weight fee from a deleted vehicle can be applied to a vehicle concurrently added to the same apportioned fleet.

All fees refunded if a vehicle does not operate during the registration period for which fees are paid.

Colorado

Connecticut

Allows credit from a deleted vehicle to be applied to an added vehicle, even if the added and deleted vehicles are on different supplements, as long as the vehicles are in the same fleet. Allows credit of the difference between higher and lower weights, when there is a decrease in weight. Credit may only be used during the current registration year.

Audits. Unused credentials returned prior to start of the registration period.

Delaware  

Credits allowed for base plated vehicles entering IRP if time remains or for replacement vehicle in same supplement.

Allows refunds in accordance with Delaware Title 21 subsection 2117. Refunds are issued to those entering the armed forces of the United States after such vehicle was registered or the owner is 65 years of age and voluntarily surrenders operator's license.

Florida  

1. Add/Delete (Transfer): Credit is allowed from deleted vehicle.  One transaction only, any remaining credit is forfeited.  Credit decreases monthly.
2. Fleet-to-Fleet Transfer: Credit is allowed from deleted vehicle.  One transaction only, any remaining credit is forfeited.  Credit decreases monthly.
3.Weight Increases: Weight increases allowed any time. Fees calculated by full month from date of increase for additional weight only. Full credit allowed for existing weight.
4. Weight Devrease: Allow vehicle weight decrease, but no credit or refund given.

Refunds: Refunds are only allowed in the case of:
1) errors by the department;
2) duplicate registration; or
3) requests with credentials returned and postmarked prior to the start of the registration period.

Georgia

Iowa

Refund may be approved for the following reasons:
1. Vehicle has been removed from Iowa to another jurisdiction and re-licensed.
2. Vehicle has been destroyed by fire or accident or dismantled and its identity has been entirely eliminated, and a junking certificate has been issued for it.
3. Vehicle has been stolen and not recovered by the end of the registration year.
4. Vehicle has been sold to a resident of Iowa, an Iowa business or sold or traded to a licensed dealer and has been re-licensed.
5. Vehicle was previously apportioned and has since been registered at the county level.
6. Overcharge or error.

Kansas 

Allow credit from a deleted vehicle to be applied to an added vehicle if both vehicles are on same supplement

Only on unused credentials

Kentucky

1. Transfer - Allow a credit of the registration portion of our fee from a deleted vehicle to an added vehicle if both transactions are on the same supplement.  The ad valorem portion of our fee can not be credited.
2. Weight Increases - Allowan increase in weight.  Fee caculated for difference in weight.

Refunds - Allow full refund for plates returned unused.

Louisiana 

Allow a credit from a deleted vehicle to be applied to an added vehicle on the same application. There is no credit allowed for fleet to fleet transfers.

Maine 

Credit for any remaining portion of a registration for a vehicle being permanently removed from service may be applied to another registration for a newly acquired vehicle.

a. Billing error by jurisdiction;
b. Duplication of fees;
c.. Registrant returns registration and plates prior to the start of the registration (or after start with notarized statement of non-use.)

Maryland

Massachusetts

1. Fleet-to-Fleet transfer: Credit is given for vehicles done on fleet-to-fleet transfers.
2. Replacements vehicles: Credit is given with charge for increased weight if any.

Deletions: Full rebate within ten days if plate and cab card returned. If over the ten day period, rebate is given as ½ MA fees minus $15 within 7 months of issuance.

Audits or Mistakes: Rebate issued over $5.

Michigan

1. Add/Delete (Transfer): Allows a credit from a deleted vehicle to be applied to an added vehicle only if both transactions are on the same supplement. Any remaining time is forfeited.
2. Fleet-to-Fleet Transfer: Allows credit for a vehicle transferred from one fleet to another to be applied to the new fleet. Any remaining time will be forfeited.
3. Weight Increases: Allow an increase in weight at any time of year. Fees calculated from date of increase.
4. Weight Decreases: Allows vehicle weights to be decreased, however, no credit or refund is given.

1. Dual Registration: If by error owner purchased more than one Michigan registration for the same vehicle covering the same period of time, refund applied to late license plate or tab purchased.
2. Vehicle Sold Before License Plate or Tab attached:
Unused plate and tab must be returned to the State of Michigan.
3. Suspension of Driver License for Medical or Physical Reason:

4. Death of Vehicle Owner: If a vehicle owner dies, only the surviving spouse can submit a death certificate and the plates to apply for a refund.

Minnesota

Missouri

1.Allows credit from a deleted vehicle to be applied to an added vehicle if both vehicles are on same supplement or on different supplements. 2.Allows credit for a vehicle transferred from fleet to another to be applied to the new fleet. Any remaining credit is forfeited. 3.Allows a registrant to increase the weight of a vehicle at any time throughout the registration year. Fees are calculated from the date of increase 4.Allows weight decreases - remaining credit from original weight is forfeited. 5.Establishes credit for other jurisdictions (if allowed) for remainder of registration year on deletions to be applied to added vehicles during the registration year

1.Request for deletion on renewal on or before December 31 if the plate is surrendered. 2.Discovery of a typographical error on Schedule B and distance is verified. 3.Duplication of vehicles within the same account and payment is made twice. 4.Discovery of a billing error by MCS on re-audit of an application. 5.Refunds Missouri fees on vehicles licensed at 60,010 and above for unused remaining quarters.

Montana

Credit for the unused portion of the gross vehicle weight fees on a deleted unit can be applied to a new unit added during the registration year. The credit is not transferable to another fleet and must be applied during the same registration period. No other fees (registration, fee in lieu of tax) can be credited.

State law prohibits refund of any vehicle registration fees or portion of registration fees. Exceptions can be made if the vehicle(s) is removed from the fleet and credentials returned prior to the start of the registration period; duplicate payment of fees is refunded. All requests for refunds are handled on a case-by-case basis. If credentials are returned unused after the start of the registration period, no refund can be made.

Note: Refunds that are the result of an IRP audit and done through the audit netting process are an exception.

Nebraska 

Credit is given on a deleted unit (sold, broken lease, wrecked) to an added unit. Added unit does not have to be on same supplement, but must be used before end of registration year.

Refunds given for deleted units (sold, lease broken, wrecked) to NE carriers for unused portion of year, or to non-NE based carriers if unit is deleted within 90 days of licensing, 50% of NE fee is refunded.

Nevada

Credit allowed on reg fee and Governmental Services Tax on same supplement only

Refunds allowed on reg fee and Governmental Services Tax for straight deletes. All refunds must be requested through the Nevada Motor Carrier Section.

New Brunswick

For deletion, refund allowed on full months left in fleet year - make application; credit provided for add/delete transaction for any vehicle or change of gross mass

 

New Hampshire

Credit for any remaining portion of a registration for a vehicle being permanently removed from service may be applied to another registration for a newly acquired vehicle.

A registrant who returns to the James H. Hayes Building, 33 Hazen Drive, Concord, N.H., unused registration plates, decals or both and corresponding certificate of registration during 90 days subsequent to issuance, shall be refunded the registration fees collected for the registration.

New Jersey

Credit is given if a carrier transfers a commercial plate to the IRP and if a IRP transfer is done on the same supplemental application.

Error by the IRP Office, error on mileage application, audit indicates overpayment.

New Mexico

New York

1. Allows credit (reduced monthly) from a deleted vehicle to be applied to an added vehicle even if the transactions are on different supplements. Fees are calculated from the date of deletion, and any remaining credit (reduced monthly) may be applied to subsequent transactions.
2. Allows credit (reduced monthly) for a vehicle transferred from one fleet to another to be applied to the new fleet or old fleet (carrier's choice.) Remaining unused credit is reduced monthly and remains with the fleet for use on subsequent transactions.
3. Allows a registrant to increase the weight of a vehicle at any time throughout the registration year. Fees are calculated from the date of increase.
4. Allows weight decreases - remaining credit from original weight is forfeited.
5. Establishes credit for other jurisdictions (if allowed) for remainder of registration year on deletions to be applied to added vehicles during the registration year.

Newfoundland

Same GVWR, credit applied to vehicle if deleted vehicle replaced by another vehicle. If weights differ, additional fees collected or refund issued.

Full prorated fee paid (year) divided by 12 X no of months remaining in registration year less $20 administrative fee.

North Carolina

Pennsylvania 

1. Transfers - Credits are allowed when the addition or deletion of a vehicle(s) occurs within the same supplement.
2. Overpayments - If an overpayment resulted from a transaction, funds will be held as credit unless the registrant requests a refund.

Refunds are only allowed when:
1. a billing error was made.
2. a duplication of a transaction where vehicles and fees are paid twice.
3. an audit resulting in refund over $10

Prince Edward Island

Decreases/Increases Weights - Allows credit for deleted vehicle to be applied to a weight increase/decrease only if both transactions are on the same supplement. In the case of a weight decrease any remaining credit is refunded. Add/Delete (Transfer) - Allows credit from a deleted vehicle to be applied to an added vehicle only if both transactions are on the same supplement. Fleet-to-Fleet Transfer - Does not allow fleet-to-fleet transfers. The transaction will be handled as a delete to the old fleet and a vehicle addition to the new fleet.

Only allowed when transferring a credit from a deleted vehicle and applying to an added vehicle within the same fleet within 10 days.

If an error is made by the Tax Commission; or double payment on an account; or a fleet has a renewal paid early and deletions are made before the beginning of the new period which results in a credit. All credentials must be returned, application for refund must be submitted with a letter from the base jurisdiction for a non-Utah carrier.

Vermont 

Transfers/Fleet to Fleet/Decrease in Weight if replaced by another vehicle. Types: Duplicate registrations, billing errors, returned unattached within 30 days, Audit.

Washington 

Credit of less than $15.00 is not allowed. Credit is provided on the unused portion of the licensing fee and can be either provided to the purchaser of a vehicle or can be credited to the motor carrier's fleet proportional registration account and applied against the licensing fee liability for subsequent additions to the fleet. Credit is only valid for the registration period in which the credit was obtained.

Refunds of $10.00 and over are issued automatically. Refunds less than $10.00 must be requested. Refunds are only authorized for vehicles permanently removed from a fleet prior to the commencement of the registration period.
