IRP Operational System Changes:
CT continues to expand the e-carrier program for IRP registrants in which certain IRP carriers process their transactions electronically. There were 64 carriers added to the e-carrier program in the previous Fiscal Year 07/08 (July 1, 2007 to June 30, 2008), for a total of 127 IRP accounts utilizing the e-carrier system (most through a service bureau). During this Fiscal Year, 357 IRP transactions were performed by e-carriers.
CT is working with ACS to provide an electronic funds transfer capability to IRP registrants in the e-carrier program to expedite the processing of IRP credentials. During the past fiscal year, CT IRP completed a Business Area Analysis (BAA) in conjunction with its IRP vendor on the use of ACH payment in the e-carrier program.
Additionally, CT processed the UCR program for calendar year 2008. 6908 applications were mailed to CT-based carriers. CT is analyzing those UCR applications returned from the US Postal Service as UNDELIVERABLE. A “better” address has been obtained for some carriers and others are determined to be out-of-business.
Plans are underway to begin to accept credit cards for payment of funds for IRP supplement transactions processed over-the-counter.
CVISN Implementation Updates:
CT became a PRISM state in 2003. CT has a system in place to suspend the registrations of IRP carriers when their US DOT Number has been reported as out-of-service by US DOT. In the previous fiscal year 07/08, seven carriers were identified in the PRISM compliance system as reported by US DOT.

District of Columbia (DC)

IRP Operational System Changes:
The number of visitors to the Nation’s Capitol rose in 2007 and is holding steady in 2008. DC counted 16.2 million visitors with International visitors making up only about 8 percent. DC processed 30,269 Trip Permits (motor carriers/coaches) from June 2007 to August 2008 generating approximately $1.6 million. The inauguration of either Barack Obama or John McCain as the next president is expected to generate more interest in the capital city.
In preparation for a dramatic increase in tourism, a complete migration from a manual process to an automated online process for Trip Permits is scheduled to go live October 2008.
PRISM/CVISN Implementation Updates:
Representatives from FMCSA and VOLPE met with the DC Department of Motor Vehicles (DMV) and Law Enforcement’s Motor Carrier Safety Unit (MCSU) in June to develop the PRISM/CVISN implementation plan. The DC DMV will function as the lead developing partnerships with all stakeholders including the DC Department of Transportation to ensure the performance of unsafe carriers is improved through a comprehensive system of identification, education, awareness, safety monitoring and treatment.
- In addition, to accomplishing objectives to establish a link between commercial vehicle registration processes and an enforcement tool for Federal and State motor carrier safety programs, there is an agency-wide development effort to bring together all DMV-related systems, including IRP.
- Working on a PRISM/CVISN/MCSIP addendum to the Carrier manual.

Other Pertinent Information:
DC partnered with The District Department of Transportation’s (DDOT) undertaking for the development of regulations allocating curbside space and fees for intercity buses with a gross vehicle weight of more than 26,000 lbs.
Maine (ME)

IRP Operational System Changes:
ME has contracted with Explore Information Services, LLC to develop and implement a Web-based next-generation IRP processing system to replace the current R.L. Polk COVERS system. ME is very pleased and excited to be working with Explore on this project and hopes to migrate to the new system in the fall of 2009.
CVISN Implementation Updates:
The Bureau of Motor Vehicles has partnered with the Department of Public Safety and Department of Transportation to work on deploying core CVISN functionality. The CVIEW team has selected Iteris, Inc. to develop and deploy ME's CVIEW solution. ME is currently in contractual negotiations with Iteris.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
ME has completed the reorganization of Motor Carrier Services. In conjunction with the reorganization, we were fortunate enough to obtain funding to support salary increases for most of the MCS staff. We are hopeful that these changes will address previous staffing concerns and allow MCS to recruit and retain a talented and experienced staff.
Maryland (MD)

IRP Operational System Changes:
MD has implemented all system, policy and procedural changes for the new IRP Plan, which became effective July 1, 2008.
Other Pertinent Information:
The MD MVA, the MD State Highway Administration, the MD Comptroller’s Office and the MD Motor Truck Association (MMTA) held joint seminars across the state for the motor carrier industry. There were presentations on International Registration Plan (IRP), International Fuel Tax Agreement (IFTA), Permitted Loads, and Unified Carrier Registration (UCR).
In June 2008 MVA implemented a print-on-demand decal system for non-apportioned registration renewals processed online or through the mail. The new registration form contains a barcode with the vehicle information. A future phase is to include the IRP registrations.
On Jan. 1, 2008 the vehicle titling excise tax increased from five percent to six percent.
Massachusetts (MA)

IRP Operational System Changes:
MA began issuing new 8 ½” x 11” laser generated cab cards which feature the electronic signature of the Registrar of Motor Vehicles (RMV). Beginning with the 2009 renewal cycle, all credentials will be printed in the new format.
CVISN Implementation Updates:
The MA RMV has submitted a grant application to update its CVISN Plan. The ultimate goal is to secure CVISN project funds to assist in the re-write of the IRP database to become Web-enabled and PRISM compliant. The MA RMV is hoping to be awarded funding, begin program planning, and send out a RFR in the early fall.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
Rachel Kaprielian has been appointed the new Registrar of Motor Vehicles, replacing Anne Collins. She brings a wealth of experience to the new position. We also regret to announce the retirement of Larry Gurevich, IRP Floor Supervisor, who leaves the RMV after more than 30 years of service to the Commonwealth of Massachusetts.
Other Pertinent Information:
MA has implemented the new Plan which was effective July 1, 2008. Our business units and IT units collaborated to help make this happen. MA also underwent a peer review evaluation in December 2007. Upon the suggestion of the Peer Review Committee, MA has held customer service seminars for all IRP clerks, to better accommodate IRP customers.
New Brunswick (NB)

IRP Operational System Changes:
The NB system continues to operate successfully with a high level of overall satisfaction from an end user and customer perspective. Various services continue to be operated at a number of field locations based on the number of clientele and the amount of activity being requested.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
Larry Schriver was actively involved in the IRP system for a number of years. He served in a technical capacity to help develop the overall requirements and to build the IRP application when NB joined IRP in 2001. Shortly after implementation, Larry moved into the business area where he was involved in further analyzing requests for change, participating in various supervisory workshops, rewrite efforts, requests for fee changes, and peer review. Larry has accepted a new position in another department of government and we wish him the best. John Goggin was one of the Canadian Board members having served two two-year terms on the Board. His term expires on Dec. 31, 2008 and an election is required to elect a replacement Board member.
Other Pertinent Information:
NB has recently been involved in a peer review of its program and has taken steps to correct the items that were not found in compliance with the plan. This will be further communicated with IRP so that no issues remain. NB has done significant research on the Clearinghouse and the related effort and is hopeful of being able to make some progress in the upcoming year. Additionally, NB continues to work on implementing the rewrite initiatives and has nearly completed these changes.
Newfoundland and Labrador (NL)

IRP Operational System Changes:
NL has been educating the trucking industry on the changes of the IRP Plan Rewrite, effective July 1, 2008. NL has also has been working on the changes from its latest audit from Peer Review in April 2007 for non-compliance sections and making system changes for audits.
New Hampshire (NH)

Other Pertinent Information:
The NH Department of Safety’s Division of Motor Vehicles is pleased to announce a change in the format of the registration certificate. This change in the registration certificate is for base-plated vehicles only. This will not affect the IRP/Apportioned Registrations and cab cards.
NH Motor Vehicle offices have begun a roll-out of new driver licenses designed to reduce identity theft and improve the enforcement of laws that apply to people under the age of 21, such as the state drinking age. Licenses for anyone under 21 years of age issued from now on will have a vertical orientation rather than the horizontal orientation of other licenses, to make them readily identifiable.

IRP Operational System Changes:
DMV awarded a new contract to IRP vendor 3M. The new system is scheduled to go live in October 2008.

Robin Long has taken the position of Manager of Safety Program Development and Analysis and is no longer the IRP Director. The IRP unit, headed by Acting Director Erin Murphy, is now part of the Motor Carrier Bureau, managed by Anita Orsino.
Other Pertinent Information:
NY continues to work toward implementing PRISM, collecting registrant USDOT numbers and TINs. A new cab card has been designed to be PRISM barcode compliant.
An IRP Web page was added to the DMV Web site www.nysdmv.com in October 2007.
NY is working with the new system vendor to provide more online transactions to carriers via OSCAR, One Stop Credentialing and Registration.
NY’s Peer Review is scheduled for October 2008.
Nova Scotia (NS)

IRP Operational System Changes:
ON has completed all system, policy and procedural changes in order to remain compliant in the IRP Program with the new IRP Plan which became effective July 1, 2008.
Other Pertinent Information:
ON held IRP Plan Rewrite and Refresher training for all service delivery staff across the province to ensure consistent application of the changes related to the new Plan. Effective March 30, 2008, ON introduced a new policy with respect to IRP payments by cheque. All new carriers and repeat NSF offenders must pay for IRP fees with certified cheques until the end of their first full registration year.
Pennsylvania (PA)

Staffing Changes (Promotions/Moves/Retirement/New Hires):
Eric Alsvan has replaced Suzanne Moffa, who retired in February 2008, as PA’s IRP Audit Manager. Eric has worked for the PA Department of Transportation for the past five years and brings with him motor vehicle, apportioned registration and contract management experience. Eric’s primary responsibility is oversight of PA’s IRP audit contractor Maher-Duessel.
Other Pertinent Information:
PA would like to inform the other IRP jurisdictions that there is a clause in PA’s contract with its IRP audit contractor, Maher –Duessel, which extends to any jurisdiction member of IRP the right to directly execute a contract with Maher-Duessel for the purchase of IRP audit services. IRP Operational System Changes:
The implementation date of VT’s new system, VtDrives, has been postponed until January 2009. ACS is working closely with our vendor to ensure that all the IRP transactions flow from one system to the other capturing information and calculating fees correctly. The system will be able to detect errors immediately and provide customers with documentation upon request.

Kim Plante is the new Supervisor of the IRP processes. Laura Badeau has been training the processing of the IRP.
