Alabama (AL)
- updated September 2007

  • March 2006 – Began automatically populating IRP renewal with IFTA mileage
  • June 2006 – Implemented online IRP program
  • October 2006 – Began issuing permanent trailer plates ($60)
  • October 2006 – Implemented program to allow electronic payments of IFTA quarterly tax returns that are filed electronically
  • December 2006 – Began issuing five-year IRP license plates
  • February 2007 – Implemented Web-based IRP/IFTA licensing system
  • September 2007 – Began work on AL-CVIEW and electronic screening

Arkansas (AR) - updated September 2007

  • Will implement a print-on-demand decal system by the end of 2007. The change will impact apportioned, non-apportioned and passenger car registrations
  • IRP Unit will be processing UCR applications
  • The old SSRS system was maintained by the regulatory unit of the AR Highway & Transportation Department. Enabling legislation has placed the UCR under the Department of Finance & Administration and will be handled through the IRP Unit
  • New Auditor Supervisor, Derrick Rumph. Derrick has a staff of four auditors and is working towards making the audit section more efficient and productive

Kentucky (KY) - updated September 2007

  • Providing IRP-related training to county court clerk personnel who deal with IRP customers on a regular basis with titling, insurance, and other related issues. The training includes information on the changes in the method of what was formerly apportioned vehicle property tax, but is now referred to as an ad valorem fee 
  • Effective Aug. 1, 2007 bar codes are being printed on IRP cab cards for PRISM purposes
  • Current business processes and IRP system functions are being documented for the planning and development of a new IRP computer system with a tentative completion date of January 2010

Louisiana (LA) - updated September 2007

  • Issued first Logo Plates 
  • Working on a re-engineering project named “Next Generation Motor Vehicle” (NGMV), set for deployment in July 2008. IRP is one of the project targets for change
  • Phase 1, to be kicked off by April 2008, will begin a phased in staggered registration program
  • Phase 2, target date July 2008, will incorporate some real-time integration with the vehicle registration and title programs
  • Phase 3 implementation will be dependent on the success of Phases 1 and 2. LA hopes to have e-commerce capabilities to improve timely processing and customer service
  • Preparing for the 2008 renewals, to be completed by the end of October
  • Incorporating a letter of encouragement to renew early and avoid long lines
  • If all goes well with NGMV efforts, LA hopes that this will be one of the last large “non-staggered” renewal periods

Mississippi (MS) - updated September 2007

North Carolina (NC) - updated September 2007

  • Completing its second year of successful staggered registration. Carriers are adjusting well to changes in registration period and a 15-day grace period
  • IRP Internet Renewal continues to be successful as over 1,100 carriers have processed their renewals by Internet renewing approximately 13,700 vehicles generating approximately $10 million in revenue for NC and other jurisdictions

Oklahoma (OK) - updated September 2007

  • In the detail design phase of its new IFTA/IRP computer system. Hundreds of staff hours have been devoted to the project to date 
  • Hopes to deploy a new Web-based, customer-focused, integrated transportation database to meet the needs of OK's transportation industry
  • Scheduled to deploy the IRP portion of the system in the spring of 2009 and the IFTA portion later that year (will have Clearinghouse functionality)

South Carolina (SC) - updated September 2007

  • In the process of issuing an RFP for the development of a new IRP and IFTA system to be integrated into the current Phoenix registration system
  • Updating its CVISN plan to bring the organization, system design and other key components of the plan in line with the current program and activities
  • An updated CVISN Program Plan/Top-Level Design will allow SC to continue with core CVISN deployments
  • In the process of implementing the Unified Carrier Registration (UCR) program for 2007

  • Audit group continues to meet audit goals for past year. The group has focused on problem accounts and following up on accounts audited in the past

Virginia (VA) - updated September 2007

  • Currently concentrating on a new customer service model for motor carrier customers and hopes to have it in place by the first of 2008
  • Stephen Nutter is the new Director of Compliance Services, replacing Syd Andrews
  • Margaret Robinson is the new IFTA/IRP Supervisor for Motor Carrier Services

West Virginia (WV) - updated September 2007

  • As of July 1, 2007 legislation passed that would allow for the suspension or revocation of any carrier that receives an OOS order from FMCSA
  • With some minor enhancements to its registration system, WV will be fully compliant in the PRISM program
  • During recent renewal period approximately 30% of its carriers processed their renewals online
