Indiana (IN)

IRP Operational System Changes:
IN IRP office has processed all IN titles for the Motor Carrier Services now for several years. The IRP office was granted access in fall of 2007 to print the original title document at their location the very next business morning. We now have a 24-hour turn around on IN titles.
IN is currently working on Base Plate Registration system for 25 or more commercial vehicles. This will allow any IN carrier with 25 or more vehicles to register their IN base plates online and this system will be hosted live from the Motor Carrier Services System.
IN has completed the implementation of the Plan Rewrite into the system.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
Claudia Mellott- Koerner is the new IRP manager with IN Motor Carrier Services. Claudia plays a big roll at Motor Carrier Services as she is currently supervising IRP, Insurance and Safety, Oversize Overweight and Commercial Drivers License.
Illinois (IL)

IRP Operational System Changes:
With the effective date of the IRP Plan Re-write of July 1, 2008 now passed, many new changes to the IRP processing system are being made. Changes and enhancements to accommodate the new requirements due to the IRP Plan Re-write have been implemented and will be ready for the start of the 2010 renewal cycle. A complete revision of policy and procedures in handling estimates for both new applicants and renewing applicants is being developed and will be implemented for the start of our 2010 renewal cycle, beginning Dec. 1, 2008. Programming changes to allow participation in the IRP Clearinghouse is being tested with full participation anticipated very soon. Due the success of the first year with an IRP Web renewal system (the 2008 registration year), the second year (2009), with changes and recommendations made based upon system performance and applicant input, proved to be an overwhelming success. Because of this, a plan to develop and implement a Web supplement application process is being worked on with testing anticipated to begin sometime during the 2010 IRP registration year. Full implementation could occur during that same period, with tentative target completion for the beginning of the 2011 registration year.
CVISN Implementation Updates:
IL completed testing of the programming changes required for the CVIEW project and began sending nightly updates for both IRP and Intra-state registration information on June 11, 2008. This completes several years of planning and testing to become part of CVIEW. Plans are now being developed to participate in PRISM.
Iowa (IA)

IRP Operational System Changes:
IA is in testing phase of a new Web-based IRP system scheduled for implementation for the 2009 registration year. This is the final phase to complete the project to combine our IRP and IFTA systems together using a common client concept.
CVISN Implementation Updates:
IA continues to test uploads and connectivity with CVIEW, NLETS and PRISM systems in preparation of 2009 Web-based IRP system.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
Bruce Schuck is the new Office Director. He brings a wealth of knowledge and experience as he was promoted from supervisor of IA’s IFTA section, Authority/UCR section and the oversize/overweight permitting section. Bruce replaced Ruth Skluzacek who retired last March.
Kansas (KS)

IRP Operational System Changes:
On June 9, 2008 KS IRP implemented a new computer system. The Web-based application allows motor carriers 24/7 access to their apportioned account. Transactions available to carriers include renewals, add vehicles, transfers, replacement credentials and add jurisdictions. Carriers may print invoices, temporary authority and pre-populated forms including title applications and schedule C’s using the Web application. Reports for IRP accounts and IRP staff are available online to assist the carrier. Mail-in payments are still being accepted, but carriers are encouraged to pay invoices online as a credit card transaction or ACH payment.
The system is PRISM compliant and uses Web service calls to the KS CVIEW to verify carrier safety information. IRP updates are transmitted to the KS CVIEW and SAFER. KS, with contractor 3M, worked for 18 months on design and implementation.
CVISN Implementation Updates:
KS Highway Patrol deployed the new CVIEW on June 1, 2008. CVIEW receives electronic data from IRP, IFTA and KCC. Mobile data units were also a part of this project.

IRP Operational System Changes:
MI recently awarded the contract to provide and implement a new IRP operating system to Explore Information Services. The new system will provide a proven Web-based solution built on next-generation technology.
In addition to Clearinghouse capabilities, the new system will include a customer facing Web interface that allows carriers access to their own accounts.
Minnesota (MN)

IRP Operational System Changes:
The MN online Web application self-service transactions statistics for July 2007 to June 2008 are: 1,447 (24%) IRP online renewal applications processed by carriers and agents; 5,388 (46%) IRP supplemental transactions filed online by carriers and agents.
Status of Current Requests for Proposals/Information:
MN is in the process of releasing an RFP for an IRP/IFTA processing system.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
IRP Supervisor Matthew Marrin was promoted to the Driver and Vehicle Services Driver License Compliance Program Manager.
Other Pertinent Information:
MN has been conducting monthly conference calls with service bureaus to discuss issues for a two-way information exchange. Feedback has been positive and a learning experience for all. One out of 20 new IRP/IFTA accounts are denied for the top three reasons: non-compliant established place of business, outstanding tax liability with another account, fuel revocation in MN or another jurisdiction.
Missouri (MO)

IRP Operational System Changes:
MoDOT Carrier Express Web-based system has changed in the past year. MO customers now have the ability to:
- reprint cab cards and make unit number changes at their place of business at no charge
- choose one of two new payment methods: Visa and E-check
- pay multiple invoices at one time using our bulk payment method that will incur a single sixty cent transaction fee when E-check is selected as the payment type
- provide a scope of operation using our online system when the estimated mileage chart results in unreasonable estimates

Other Pertinent Information:
For the first time in 12 years, all power units and trailers registered in MO can receive new license plates. Replacing permanent power unit and trailer plates is optional, but strongly recommended.
For the 2008 IFTA renewal, MO automatically renewed licensees that were compliant through the third quarter of 2007 by using current year information.
Motor Carrier Services is partnering with three motor carriers to pilot a project to maintain a MO apportioned license plate inventory within their place of business.
A Technical User Group was formed that includes industry and MoDOT motor carrier employees. The group meets at least twice a year to receive industry and MoDOT input on MoDOT Carrier Express Web-based system improvements and prioritization opportunities for IFTA and IRP. The desired outcome is to provide an improved system for carriers and MoDOT staff that results in higher customer usage and improved customer service.
Nebraska (NE)

IRP Operational System Changes:
Although NE has had online IRP renewals and IFTA returns for several years, the electronic payment piece was not functional. NE plans to introduce an e-payment option beginning with 3rd quarter IFTA return filings and hopes to be able to provide this feature with 2009 IRP renewals.
NE is a UCR participant utilizing the IN system. NE has had no problems satisfying their entitlement and is in the process of identifying eligible carriers who have not yet paid. Additionally, The NE legislature passed legislation which will assist the IRP staff in determining the proper date to use when carriers are transferring vehicles into NE and when carriers are requesting refunds/credits. The changes went into effect in July 2008.
CVISN Implementation Updates:
NE received an expanded CVISN grant to conduct a feasibility study on imbedding RFID chips into IRP license plates. NEDMV will be working with the University of Nebraska Transportation Center with this project. NE continues to be active maintaining their CVIEW and works closely with the SAFER/VOLPE folks in this endeavor. NE sent two staff to a data integrity meeting at the VOLPE center in December 2007.
North Dakota (ND)

IRP Operational System Changes:
ND did not begin to make IRP Plan Rewrite IT changes until after the DRC special meeting in June. Since ND has a homegrown system, it did not want to guess wrong and have to reprogram a second time.
CVISN Implementation Updates:
ND is being reimbursed under CVISN for ½ of IRP & IFTA dues.
Other Pertinent Information:
ND was visited by the IRP Peer Review team in April. ND is currently working to bring non-compliance findings back into compliance.

Wisconsin (WI)

IRP Operational System Changes:
Due to the end of WI’s vendor computer contract in 2009, WI continues to develop new IRP & IFTA systems with plans of being live by for IFTA by July 2009 and IRP to follow after that.
Staffing Changes (Promotions/Moves/Retirement/New Hires):
Trina Kluever Pauli started as the new IFTA/IRP Program Supervisor. Renee Piraino came on board in October 2007 as Program Specialist. Carol Below started as the new IRP/IFTA Leadworker on August 2008. Gina Hellenbrand, one of our processing agents, moved on to a leadworker position in another WisDOT section.
Other Pertinent Information:
For calendar year 2007, we had 5,764 IRP fleets. There were 1,108 fleets registering for the first time in WI. Online processing of IRP renewals and supplements as well as IFTA license renewals and quarterly returns continue to be popular. WI is busy working on its new IFTA/IRP system. This system is being developed in house by WI IT staff.
