Changes to the IRP Licensing Program:

In 2006 AZ implemented a new tracking system for all transactions submitted to the office by taxpayers

In 2007 tracking system was changed to be able to run specific reports that are needed

AZ has a clearer view of the amount of work they are performing for carriers based in the state, and the total number of carriers based in AZ. Statistics may aid management in justifying the addition of personnel to the department due to the increasing volume of work and number of AZ-based carriers

There were many changes to personnel and management over FY2007, and many currently implemented programs were tweaked by the new supervisors in an effort to streamline work processes in the Motor Carrier Licensing Unit:

Transactions waiting to be processed are now being assigned to the CSRs in a more efficient manner

Taxpayers will have their work back quicker and receive more individualized attention

IRP changes in 2007 focused on better education for the carriers when they first open a new IRP account:

Will clarify expectations to maintain their IRP account in good standing as well as how they can make changes to their accounts with fewer rejected transactions due to missing information on applications

Changes may include video presentations for the carriers to watch and documents to sign stating that they received this training, will be produced and implemented over the next year

All of Arizona's IRP Applications, including the IRP manual, are available to the carriers online on the MVD website. Carriers are encouraged to visit the Web site to obtain the necessary forms and documents before visiting the office

All CA IRP information is available in both English and Spanish, and training modules have been developed to assist Mexico truckers who will be based in CA

Deputy Director Sue Larson announced her pending retirement at the end of the year. Sue will continue to provide her expertise to the motor carrier industry until her retirement by overseeing critical projects

As of July 1, 2007, concrete pumpers, cranes, well (boring) drilling equipment with highway-rated tires, and all trailers operated over the public highway are no longer classified as Special Mobile Equipment (SME) in NV

Any person operating this equipment is required to license these vehicles for travel in NV as of July 1, 2007

NV will allow these vehicles to obtain apportioned plates through their base jurisdiction

As of Jan. 1, 2009, carriers with 100% NV fleets must select one of the two new staggered registration options: April 1 - March 31 or Oct. 1 – Sept. 30

IRP fleets will remain on a calendar year (Jan. 1 – Dec. 31) registration period

If carriers have both an IRP and 100% NV fleet, each fleet will have its own renewal and payment schedule. Fees for the IRP fleet will continue to be due by Dec. 31 and fees for the 100% fleet will be due at the time of the new registration
