Connecticut (CT)
- updated November 2007

  • Fully implemented monthly staggered registration expiration dates for both new and existing IRP accounts in 2006. By November 2007 one full renewal cycle of staggered expiration dates was completed. Service to customers has dramatically improved.  
  • Continues to expand the e-carrier program for IRP registrants. Several motor carriers have been trained and added to the e-carrier system and are performing various IRP transactions electronically. 
  • Working with vendor to provide an electronic funds transfer capability to registrants of e-carrier program to expedite the processing of IRP credentials. 
  • Became a PRISM state in 2003. USDOT Numbers are verified in all transactions. IRP staff recently identified and denied registration to two out-of-service carriers, each attempting to register their vehicles under a new name and USDOT Number. 
  • Passed follow-up to 2006 Peer Review in November 2007.
  • Has been processing in the UCR program starting in September 2007, and has added UCR program information to the CT DMV Web site.

Delaware (DE) - updated September 2007

  • In the final stages of RFP process and plans to have a contract in place by the meeting with new IRP vendor
  • Anticipates that it will have the RFP process completed for the CVIEW vendor
  • Has signed the necessary paperwork to join UCR in 2008
  • Collected over $50,000 in 2290 payments so far for this fiscal year
  • Registrants like the new one-stop system

District of Columbia (DC) - updated November 2007

  • DMV maintains an excellent level of customer service, and continues to refine tools that assist applicants in processing IRP registrations. DMV is updating website information in all areas and is working to update its IRP manual.
  • Successfully implemented Charter and Tour Bus Initiative in which any bus from any state or country used in the transportation of a chartered party, as that term is used in the IRP, with a seating capacity of greater than 15 passengers is required to obtain proportional registration in an owner’s base jurisdiction or obtain a trip permit.  DC-based vehicles are required to register as a Class B commercial vehicle.
  • Successfully passed IRP Peer Review and is continuing to review IRP operations to maintain highest level of compliance with administrative and audit requirements.
  • Continuing to work toward implementing PRISM. The goal is to be PRISM
  • compliant by early 2008.
  • Continuing its initiative to audit all IRP carrier records for compliance.

Maine (ME) - updated September 2007

  • Reorganization approved to address staffing issues
  • Developing an RFI and RFP for new Web-based IRP processing system
  • PRISM enhancements to existing IRP processing system and IFTA eFile were successfully implemented
  • MCS has partnered with ME State Police and Maine DOT to deploy core CVISN functionality
  • Currently developing RFPs for a CVIEW system and an automated commercial vehicle screening system for Kittery weigh station

Maryland (MD) - updated October 2007

  • Currently reviewing and updating the IRP system and processes to ensure compliance with the new IRP Plan
  • New member join the Motor Carrier office: Jeff Seidel, Assistant Division Manager

Massachusetts (MA) - updated November 2007

  • RMV maintains an excellent level of customer service, and continues to refine the tools that assist customers in processing their IRP registrations, including renewal booklets and IRP manual. 
  • Monitoring the registration database, with an ongoing review of the yearly fee test to verify that the program satisfies the requests of all jurisdictions for the proper implementation of fee changes. 
  • Preparing a series of customer service seminars, to better accommodate IRP customers. 
  • IRP Business Unit is preparing for its upcoming Peer Review in December 2007. 
  • Business units and IT units are conducting analyses to see how the IRP Plan Rewrite will impact both our database and business functions.

Newfoundland and Labrador (NL) - updated September 2007

  • Carolyn Burggraaf has taken the position of Registrar of Motor Vehicles and is no longer the IRP Manager
  • On a temporary basis, Robert Murray, Manager of Compliance & Regulatory Affairs, will assume the management of the IRP 
  • Working on changes from our latest audit from our Peer Review in April 2007
  • Continues to enhance the Web site for IRP Carriers

New Hampshire (NH) - updated September 2007

  • Continues to work toward implementing PRISM 
  • Newly-elected Commissioner John Barthelmes

New Jersey (NJ) - updated September 2007

  • Awarded new contract to current vender CACI
  • Will move toward a Web-based system which will have many more features, easier functions and better account procedures
  • Customers will be able to perform more functions as well with this new system, which will cut down on the amount of paper work
  • OW/OD permits will also be featured online for customer service
  • PRISM, SAFER, CVIEW and CVISN will be implemented
  • All changes should take place by the end of the year

New York (NY) - updated September 2007

  • RFP to replace the existing IRP system:
  • It is anticipated that a new contract will be awarded in the fall of 2007
  • New system will be PRISM compliant and will have the ability to interface with Safety and Fitness Electronic Records (SAFER) system and the NYS One-Stop Credentialing and Registration (OSCAR) system
  • Staff from the International Registration Bureau (IRB), Department of Transportation (DOT) and the New York State Police (NYSP) met with representatives from the Federal Motor Carrier Safety Administration (FMCSA) and VOLPE in June to develop their PRISM implementation plan 
  • The plan is currently under review and it is anticipated that NY will implement PRISM beginning with IRP renewals expiring in August 2009
  • Reviewing the final version of informational IRP material for the Web site (currently, only IRP forms are available on our Web site). These informational pages will contain high-level details about IRP and contain vital links for carriers to obtain additional information and material    
  • NYS OSCAR program continues to see an increase in the number of carrier enrollments and IRP transactions performed
  • Peer Review is scheduled for June 2008

Nova Scotia (NS) - updated September 2007

  • In the process of upgrading transaction processing system with the goal to provide an enhanced customer service experience
  • Assessing the feasibility of enhancing its Web site to include IRP information
  • Moving toward a one-stop service which combines IRP, IFTA, Trip and Special Move Permits in one location (currently these services are offered at different locations)
  • Currently reviewing and updating its IRP systems and processes to ensure compliance with the new IRP Plan

 Ontario (ON) - updated September 2007

  • Continues to review, evaluate and adjust the IRP program in order to maintain the highest level of compliance with the Plan administration and IRP audit requirements 
  • IRP staff worked with key stakeholders to ensure that their issues and concerns were brought forward to the Plan Rewrite Committee
  • Worked with IRP partners in Region I to ensure that the Plan Rewrite Committee had all the information they needed to move the Rewrite forward and ensure a successful ballot in February 2007 

Pennsylvania (PA) - updated September 2007

  • In the second year of a five-year project that will replace its aging driver and vehicle information technology systems, including all apportioned registration and IRP functions 
  • The modernization effort will enable PA to more easily offer its driver and vehicle products and services in the most cost effective service channels, enhance the security and oversight of its operations and enhance its ability to quickly adapt to business changes resulting from business initiatives and state and federal legislation
  • Currently work continues on the high-level functionality of the Apportioned Registration component which includes the creation and maintenance of apportioned vehicle accounts, and the issuance and maintenance of apportioned vehicle titles, registrations, temporary authorizations and hunter permits 
  • The new system will provide links to the Clearinghouse and state and federal agencies that will provide a more efficient means to transmit and receive data
  • Self-service capabilities for apportioned vehicle customers are also planned 
  • Phase-in of PA’s new Apportioned Registration System will begin by the end of 2008 

Prince Edward Island (PE) - updated October 2007

  • Reviewing current Plan system and procedures to identify any necessary changes prior to implementation of the Plan re-write
  • Educating the Industry on the present Agreement and how it will them as a result of the Plan Rewrite
  • Peer Review scheduled for August 2008

Quebec (QC) - updated September 2007

  • Hosted the Supervisors/Managers Workshop last April
  • Officially joined the Clearinghouse; the system is currently being developed and tested
  • Is hoping for the jurisdictions' support on its proposed ballot on Section 325 -Variance of Registered Weight of the Plan Rewrite
  • Almir Cirikovic has recently joined the IRP staff as a technical support technician for the QC IRP

Rhode Island (RI) - updated September 2007

  • Joined the IRP Clearinghouse, and will be implementing PRISM over the next year 
  • Two new members of the motor carrier team: Larissa Skeritte, as Lead Auditor, and Crissy Jefferies, as Assistant Auditor 
  • Just been awarded a CVISN grant for the implementation of the Core CVISN Deployment Phase 

Vermont (VT) - updated September 2007

  • The new DMV system is scheduled to go live in September 2008
  • Customers will be able to perform several roles using one unique ID number and all transactions will be processed online and updated in real time
  • It will detect errors immediately and provide the customer with documents upon request
