Texas Comments WA: The language of the ballot for Plan Section 801 poses administrative problems. “Determine distance reported for the preceding year” might refer to distance on applications filed during a preceding year for a coming registration year. But that reported distance itself is from a prior preceding year. The preceding year contains portions of two registration years that causes problems when determining the number of vehicles accruing such distance reported. There is also a problem about identifying or defining “replacement” vehicles. The problem of matching vehicles and distance push the figure for Plan Section 801.4 close to being a random number |
