The Board shall consist of twelve 12 voting members, selected as follows:
Eight members shall be elected by the U.S. member jurisdictions, two members apiece from each IRP region. Nominations for these positions shall be solicited by the repository and shall be made for each region by the commissioners of the U.S. member jurisdictions of the region, who shall submit to the repository the names of nominees for each open position. The nominations shall be balloted and voted on, as provided in Section 1330, by the U.S. member jurisdictions of each region. Members so elected shall serve staggered terms of three years and shall not serve more than two consecutive terms.
