As of September 6, 2007, a limited number of US carriers and Mexican carriers will receive approval to operate into the interior of each country. The six years of planning on the parts of the IRP member jurisdictions of Arizona, California, New Mexico, and Texas to have programs in place to register Mexican motor carriers with USDOT operating authority now culminates in this one-year cross-border demonstration program. After undergoing a rigorous pre-authorization safety audit and submitting (US) insurance and other requirements for USDOT operating authority, these Mexican motor carriers must register for IRP and IFTA (if operating in two or more member jurisdictions) or under instate-only registration and fuel tax programs.
