In response to unreasonably heavy rainfall throughout Missouri, the Missouri Department of Transportation has issued an emergency declaration to waive certain state and federal regulations for Missouri farmers who must now rush to harvest row crops and transport commodities to local storage facilities. The declaration is in effect from October 30, 2009 through December 1, 2009.
