International Non-Apportioned Commercial Vehicle Agreement (INCVA) Officially Released
Thursday, May 2, 2013
As of May 1, 2013, the International Non-Apportioned Commercial Vehicle Agreement (INCVA)
is available for jurisdictions (US states, District of Columbia,
Canadian provinces and territories) to become signatories. INCVA is
modeled after the IRP and is designed to serve as a companion agreement
to the IRP.
INCVA is intended to replace the patchwork of existing allowances for
free registration reciprocity for non-IRP commercial vehicles into one
uniform agreement. As a result, it will bring clarity and certainty for
jurisdictional staff, law enforcement and vehicle operators.
INCVA was developed within the IRP and Motor Carrier Services
community and is the culmination of four years of research and
consultations by jurisdictional and industry representatives of the IRP Board sponsored INCVA working group.
Please visit the INCVA page on the IRP website to view the official May 1, 2013 Agreement. On the INCVA page,
you will also find an up-to-date presentation about INCVA, Q&A’s,
links to prior webinars about the agreement, a comprehensive white paper
about INCVA and instructions on how to become a signatory to the
Please review INCVA in advance of the June 3-5th IRP Annual Meeting in Indianapolis. Members of the INCVA task force
will be presenting the new Agreement in a general session at the
meeting and will be available to answer any questions you may have.
