Illinois Financial Impact Report

Dear Member Jurisdiction:
This letter is to inform you of the results of the summary financial
impact report for the 2013 registration year provided by the State of
Illinois to the IRP Dispute Resolution Committee (DRC) and reviewed by
the DRC during the recent meeting held in Savannah, Georgia.
The State of Illinois was cited as out of compliance with Plan
Section 315 (Application Process) and Plan Section 320 (Distance
Estimates by Base Jurisdictions) during the 2012 and 2013 DRC meetings
for failure to multiple the number of vehicles by the estimated distance
chart when utilized. During the 2015 DRC meeting, it was determined
that Illinois is now in compliance with Plan Section 315 and Plan
Section 320 subject to confirmation by the Peer Review Committee (PRC)
that proper fee calculations have been implement by Illinois effective
June 1st, 2014.
In the 2014 DRC ruling, Illinois was required to calculate and
provide to the DRC a detailed financial impact report for the 2013
registration year by member jurisdiction by December 31st, 2014. The
information in the report included summary fee calculations for the 2013
registration year for Illinois IRP accounts for paid supplements where
estimated distance was used and the fleet contained more than one active
vehicle. The estimated distance was multiplied by the number of
vehicles in the fleet, new fleet distance totals and new jurisdiction
percentages were calculated to determine the correct fees that should
have been calculated.
Illinois was notified that the DRC would provide each IRP member
jurisdiction a summary of the report on the financial impact to the
jurisdictions. A summary of this report is included with this letter.
