Overview
Audience: The intended audience for these certificates is jurisdiction staff new to IRP. In some cases, industry representatives might also benefit from the information presented; however, note that industry is not the targeted audience.
Cost: Webinars are complimentary for IRP members. The registration fee for non-members is $45 per webinar; purchase non-member recording access.
Updates
: This series replaces the previous two separate programs "IRP Education Fundamentals Certificate” and "IRP Advanced Plan Administration Certificate.” Compare the programs.


What’s "The Plan”?

This training provides context for our work by reviewing IRP’s history. By the end of the session, attendees will be able to:

  • Describe what issues existed for interstate commercial vehicle operation prior to IRP.
  • Identify the fundamental principles of and reasons for IRP.
  • Explain the value of IRP for jurisdictions and industry regarding commercial vehicle operation.

Apportioned Vehicles, Forms and Credentials

This webinar provides an introduction to the requirements of vehicles, forms and credentials. By the end of this webinar, attendees will be able to:
  • Identify the factors used to determine the fees of an apportioned vehicle.
  • List the forms used for the apportion registration process.
  • Determine what elements are required to be included on the plate and cab card.
Basing and Application Requirements

This webinar provides an introduction to the requirements and eligibility for apportioned registration under the International Registration Plan.  By the end of this webinar, attendees will be able to:
  • Explain the application process for a new IRP registrant, including determining an applicant’s eligibility for registration under the Plan and selecting the base jurisdiction for a registrant in accordance with the Plan.
  • Recognize the differences between using an established place of business versus residency for selection of the applicant’s base jurisdiction.
  • Understand trailer reciprocity as it relates to the Plan.

Introduction to Calculating IRP Fees

This webinar introduces how to calculate IRP fees. By the end of this webinar, attendees will be able to:
  • Determine jurisdictional percentage for both new and existing carriers.
  • Calculate simple whole year fee.
  • Calculate added vehicle fee.
  • Know where to find jurisdictions fee schedules and calculations on IRP, Inc. website.

Member Duties, Opportunities, and Responsibilities

This webinar provides an overview of what IRP membership involves. By the end of this webinar, attendees will be able to:
  • Describe the key duties of IRP jurisdictions.
  • Explain the annual report of plan activities form.  
  • Describe the requirements of jurisdictions when fees are changed.
  • List the duties of the Peer Review Committee.
  • Explain why the Plan is a living document and changes requires balloting.
  • Understand how to submit a ballot.
IRP Audits

This webinar provides an introduction to the requirements of the audit program under the International Registration Plan.  By the end of this webinar, attendees will be able to:
  • Understand what an IRP audit is.
  • Recognize their jurisdiction’s reasons and obligations for conducting IRP audits.  
  • Explain to their jurisdiction’s registrants how they may be selected for audit.  
  • Clarify to their jurisdiction’s registrants what records/supporting documentation is required to be kept.

Receiving your Certificate
After you have completed the series, your certificate will be emailed to you within four weeks. No further action is required, unless a verification of attendance form needs to be completed due to attending the session as part of a group.

Verification of Attendance

This form is to be completed to certify attendance when:
  • You attended a webinar as part of a group, and were not the individual registered. (If you registered and attended, you do not have to complete this form).
  • You participated in a recorded version of the webinar as part of a group, and did not enter your own registration information. (If you entered your name and email address into the system, you do not have to complete this form).
