This is part of the IRP Orientation Plan.

The International Registration Plan was established to facilitate the licensing process for vehicles which travel through various jurisdictions (states or provinces) from their base jurisdiction during the course of their business operation. The auditing process was established to ensure the following:

  • That each jurisdiction receives its correct share of revenue;
  • That the registrant has not overpaid or underpaid jurisdiction or registration fees;
  • To identify and/or discourage fraudulent reporting.

Each base jurisdiction is required to conduct an IRP audit on at least an average of 3% of the number of fleets renewed. This mandatory requirement insures that each jurisdiction within the IRP community receives the applicable apportioned fees due and subsequently processed through the Plan’s Clearinghouse.

Article X, Records and Audits section, of the International Registration Plan covers the requirements relative to retention availability of records, the adequacy or records, and the contents of records. Under Section 1010 (Contents of Records) it is particularly important to ensure that documentation maintained is considered adequate and in compliance with the Plan’ requirements.
