As a result of the Department of Motor Vehicle Fee Update Amendment Act of 2025 enacted by the DC City Council, DC DMV has revised its registration fees for certain classes of vehicles, including commercial vehicles. The fee increases became effective on March 30, 2026.

In accordance with Section 1205 of the Plan, jurisdictions are required to implement such fee changes within 120 days from notification.

Effective July 1, 2026, Wyoming is imposing a $50.00 annual plug-in hybrid electric vehicle fee. This plug-in hybrid electric vehicle fee will be added in conjunction with the current Wyoming registration fees.

“All-electric vehicle" means a motor vehicle that uses only electric energy to propel the vehicle, can be recharged from an external source of electricity and can use stored electricity to drive or contribute to driving the wheels of the motor vehicle. "All-electric vehicle" shall not include a hybrid electric vehicle, a plug-in hybrid electric vehicle, a motorcycle or a multipurpose vehicle.

"Plug-in hybrid electric vehicle" means any motor vehicle that uses two (2) or more distinct power sources to move the vehicle and one (1) of which can be recharged from any external source of electricity, including a wall socket, and the electricity stored in the rechargeable battery drives or contributes to drive the wheels of the vehicle. "Plug-in hybrid electric vehicle" does not include a hybrid electric vehicle, an all-electric vehicle, a motorcycle or a multipurpose vehicle.

"Hybrid electric vehicle" means a vehicle that uses two (2) or more distinct power sources to move the vehicle neither of which can be recharged from any external source of electricity including a wall socket. "Hybrid electric vehicle" includes a vehicle which includes an internal combustion engine and one (1) or more electric motors but vehicles that use other mechanisms to capture and use energy may also be included. "Hybrid electric vehicle" does not include an all-electric vehicle or a plug-in hybrid electric vehicle.

In addition, “electric” powered vehicles will now have a different fee schedule. This includes plug-in electric, plug-in hybrid electric, or battery electric.

• For vehicles with a motive power (excluding electric powered vehicles):
  • Vehicles with an unladen weight of 10,000 pounds or less is $110.
  • Vehicles with a declared gross vehicle weight (GVW) or combined gross vehicle weight (CGW) of 10,001 pounds or more is $132.
    
• For “electric” powered vehicles only: 
  • Vehicles with an unladen weight of 5,999 pounds or less is $197.
  • Vehicles with an unladen weight between 6,000-9,999 pounds is $376.
  • Vehicles with an unladen weight 10,000 pounds or more is $490.

Rhode Island General Law (RIGL) Title 31, Section 31-6-1(27) establishes a fuel source fee, for the registration of certain automobiles, motor trucks, and tractor, and this new fee is additive to the gross weight fees:

(A) A fee of two hundred dollars ($200) for each battery electric vehicle;

(B) A fee of one hundred dollars ($100) for each plug-in hybrid electric vehicle; and

(C) A fee of fifty dollars ($50.00) for each hybrid electric vehicle.

Wisconsin’s updated fees to take effect October 1, 2025. The changes are as follows:

1. Fees for trucks, buses, and road tractors at 8,000 pounds to 80,000 will increase 10%.

2. Fees for truck tractors at 8,000 to 80,000 pounds increase 10%.
Section 1205 of the Plan specifies that jurisdictions shall implement the change within 120 days from notification.
