<title>Oregon Executive Order 25-30</title>

<description><![CDATA[<p><span style="font-size: 11pt;">In response to the Olympia Pipeline shutdown, Governor Kotek has issued an executive order waiving hours of service regulations for those responding to the fuel emergency. The waiver is attached and can also be found online <a href="https://drive.google.com/file/d/1dzm3bj6QEVgy5yMShBjQ8GlqLGG27wVT/view">here</a>. </span></p> <ul style="list-style-type: disc;"><li><span style="font-size: 11pt;">Motor carriers or drivers currently subject to an out-of-service order are not eligible for exemption until the order expires or they have met the conditions for its rescission.</span></li> <li><span style="font-size: 11pt;">This exemption shall not exceed the duration of direct assistance in providing emergency relief.</span></li> <li><span style="font-size: 11pt;">Nothing contained in this declaration shall be construed as an exemption from the controlled substances and alcohol use and testing requirements (49 CFR Part 382), the commercial driver’s license requirements (49 CFR Part 383), the financial responsibility (insurance) requirements (49 CFR Part 387), operating authority (49 CFR Part 365) or any other portion of the regulations not specifically identified.</span></li> <li><span style="font-size: 11pt;">You must comply with all size and weight regulations. Vehicles responding to emergencies are still required to enter open scale facilities when a sign posted before the scale reads "All Trucks Over 20,000# GVWR Next Right”, or with a GVWR of 10,000# or greater without this posted sign, unless they are operating with red warning lights and/or siren.</span></li> <li><span style="font-size: 11pt;">If stopped, be sure to let enforcement personnel know that you are responding to an emergency. The vehicle may be allowed to proceed and obtain required permits and/or credentials as soon as possible afterwards.</span></li> </ul> <p><span style="font-size: 11pt;">Per the Governor’s document, the order is effective November 24, 2025 and expires at 12:00 p.m. PST on December 24, 2025, unless extended or terminated earlier. <description><![CDATA[<p><span style="font-size: 18px;">The Federal Motor Carrier Safety Administration hereby declares that an emergency exists that warrants issuance of a Regional Emergency Declaration and an exemption from certain regulatory requirements in Part 395 of the Federal Motor Carrier Safety Regulations (FMCSRs), except as otherwise restricted in this Emergency Declaration. Such emergency is in response to severe winter storms, extreme low temperatures and fuel high demand resulting in difficulty in distribution of necessary heating fuel, including propane, natural gas, and heating oil, in the Affected States, and the current and anticipated effects on people and property, including the immediate risk to public health, safety and welfare. In response to the order and developing conditions, Virginia has today announced a temporary waiver of registration, licensing, and size and weight requirements for vehicles transporting essential emergency relied supplies or providing emergency restoration of infrastructure services. <description><![CDATA[<p><span style="font-size: 18px;">The Tennessee Department of Revenue recognizes that due to a State of Emergency Declaration in the State of Florida and the potential for additional emergency declarations in other states as the result of Hurricane Helene, it is necessary to assist and expedite all efforts of relief.</span></p><p><span style="font-size: 18px;">In order to accommodate this need and provide assistance to the citizens of the states affected by Hurricane Helene, the Tennessee Department of Revenue hereby grants a temporary suspension of requirements associated with the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) for any motor vehicles engaged in interstate disaster relief efforts or traveling through the State of Tennessee as part of the disaster relief.<br /></span></p><p><span style="font-size: 18px;">Nothing in this letter shall be construed to allow any vehicle to operate in the State of Tennessee without a valid registration and insurance from its base state, nor shall anything in this letter be construed to allow any vehicle to exceed weight limits posted for bridges and like structures, nor shall anything in this letter be construed to relieve any vehicle or the carrier, owner, or driver of any vehicle from compliance with any restrictions other than those specified in this letter, or from any statute, rule, order or other legal requirement not specifically waived herein.<br /></span></p><p><span style="font-size: 18px;">The suspension of IRP and IFTA requirements shall be in effect for the period beginning Monday, September 30, 2024, through Wednesday, October 30, 2024. <description><![CDATA[<p><span style="font-size: 18px;">Due to the imminent threat of Tropical Storm Helene to the state, Governor Ron DeSantis has declared a state of emergency for Florida effective September 24, 2024 with Executive Order 24-209.</span></p><p><span style="font-size: 18px;">In response, Director Dave Kerner issued Emergency Order 24-05 on September 24, 2024 until October 7, 2024 waiving certain fees due to the effects of adverse weather conditions and processing delays due to system issues and resources.</span></p><p><span style="font-size: 18px;">The Florida Department of Highway Safety and Motor Vehicles’ International Registration Plan (IRP) Issuance and Compliance Unit requests that law enforcement please refrain from taking action against Florida IRP registrants whose registrations expired on September 30, 2024 until November 1, 2024.</span></p><p><span style="font-size: 18px;">If you have any questions, please contact Florida IRP Commissioner Dawn Gunter at (850) 617-2852.</span></p>]]></description>
