We are aware of the ongoing technical issues States are experiencing regarding access to SAFER and MCMIS. To ensure business continuity and accurate data verification, please review and implement the following operational guidelines immediately.

1. New Registrants vs. Legacy DOT Numbers
For All New Registrants: States must use the Motus system to verify information.

For Legacy DOT Numbers: You may still use MCMIS and L&I; however, please be advised that this data is only accurate up to May 14th.

2. Searching in Motus
When using the new system, please note you must manually search DOT numbers within Motus to verify registrant details.  There is no need to sign in.  You can search from the MOTUS home screen in the public facing search portal.  https://motus.dot.gov/customer/search

3. Reporting Motus Technical Issues
If your State is experiencing technical difficulties, glitches, or access issues specifically with Motus, we are providing the contact information below in addition to general support.

Action: Email your inquiries directly to stateprograms@dot.gov.  Please do not share this email address with carriers, as it will impact our ability to resolve State requests.  

What we will do: We are fast-tracking State's requests and will route them directly to the FMCSA IT Team MOTUS technical team to ensure your issues are expedited and resolved quickly.

FMCSA will officially launch Motus, our brand-new, modern registration system, following an IT systems transition beginning May 14, 2026. Motus will replace aging legacy systems—including the current Unified Registration System (URS) and registration options in the FMCSA Portal, Licensing and Insurance (L&I), and the Motor Carrier Management Information System (MCMIS)—with a streamlined, secure experience. 

IT Systems Transition: What’s happening and when? 

From May 14, 2026, at 8:00 PM ET through May 18, 2026, registration functions in legacy systems will go offline to prepare for the move to Motus. 

• URS: This system will sunset permanently on May 14. Users will apply for new registrations in Motus upon launch. 

• FMCSA Portal (registration options only): Registration options will sunset permanently in this system on May 14 and will be available in Motus upon launch. The FMCSA Portal will still be available during the transition. After Motus launches, the Portal can be used to reference historical registration data. 

• L&I and MCMIS (registration options only): Registration options (including filing insurance and BOC-3) will sunset permanently in L&I and MCMIS on May 14 and will be available in Motus upon launch. Both systems will still be available during the transition with data as of May 14. After launch, L&I and MCMIS will start receiving registration data from Motus. Historical registration data will remain accessible in both systems. 

• SAFER: Registration data will freeze during the transition period to support accurate data migration to Motus. Registration data from Motus will populate in SAFER upon Motus launch. 

Transition Impact: How will this affect you? 

• You will be able to view registration data during the transition period; however, this data, including carrier statuses and business information, will be frozen. The inability to update registration information may impact roadside enforcement, insurance lapses, and reinstatements.

FMCSA is mailing a letter (draft attached) to more than two million registered entities urging them to log in and update their FMCSA Portal accounts by May 14. Please help us spread the word to your customers, members and/or industry contacts. For the states, we want you to know about this letter and the fact that it is official correspondence from FMCSA. 

Attached is a job aid you can share. Encourage your contacts to update their Portal accounts as soon as possible to ensure they can seamlessly claim their USDOT Number once Motus goes live. Failure to do so will result in Motus account access delays during the rollout.

1. Create a Login.gov account. 
   Use their existing Login.gov account if it is not already associated with an FMCSA Portal account.
2.  To create a Company Official account, they’ll need to retrieve their USDOT PIN via email in SAFER. PIN #s are now available via Text or Email. 
   Use their existing USDOT PIN if they have one. They must have an active USDOT Number and valid mailing address to retrieve their USDOT PIN.
3. Register in the FMCSA Portal. 
4. Access registration options in the FMCSA Portal.
