Cassidy Cade

IT & Data Services Manager

Before joining IRP Inc. in March 2022, Cassidy served 4 years as the Research and Development Manager with South Carolina's Motor Carrier Division at SCDMV. Holding a bachelor's in computer science and recently earned master's in business information technology, Cassidy hopes to continue expanding her knowledge and experience in the world of IRP.  Apart from pursuing her career aspirations, Cassidy enjoys gaming, home improvement and learning new skills.

Ken Carey

Director, Plan Compliance and Education

Ken has been involved with apportioned vehicle registration since 1973. He began his career with IRP, Inc. in 2024 and for the last twenty years his primary responsibility has been managing the peer review program and working with the IRP membership to ensure Plan compliance.

Prior to IRP, Inc., Ken retired from the Texas Department of Transportation after 32 years where he held multiple positions including IRP Manager and Chief of Registration. During his time in state government, he served as a volunteer on numerous IRP Committees.

Holly Haney

Jr Business Analyst

Holly joined IRP, Inc. in July 2024 as a Junior Business Analyst. Prior to this role, she served as a Motor Fuels Auditor with the North Carolina Department of Revenue for seven years. Outside of work, Holly is involved with a local volleyball club and an avid Atlanta Braves baseball fan.

Lacie Morrow

Program & Training Coordinator

Hi, I’m Lacie Morrow, the Program and Training Coordinator at IRP, Inc. I get to wear many hats in my role—from designing impactful training and managing IRP Academy, to supporting events, helping with Peer Review, and working with the IRP Data Repository (IDR). I’m also the voice behind our LinkedIn communications! Before joining IRP, Inc., I spent 14 years with the North Carolina Department of Revenue (NCDOR) in the Motor Fuels Section, leading a team of auditors and overseeing North Carolina’s IRP audit program. I have a passion for creating high-quality courses that help the IRP community stay on top of Plan compliance and succeed in their responsibilities. When I’m not working, you’ll probably find me hanging out with family and friends, exploring a new winery, or planning my next travel adventure!

Dave Nicholson

Finance Manager

I am currently the Finance Manager for the International Registration Plan. Prior to my employment with IRP, I worked as an intern with the Motor Vehicle Division at the Oklahoma Tax Commission while in college. After graduating from Central State University in Edmond OK in May 1983, I became an Auditor with the IRP Section. I worked for the Tax Commission’s IRP Section as an Auditor, Supervisor and Administrator. In 2003, the IRP/IFTA Section was transferred to the Transportation Division under the Oklahoma Corporation Commission. I continued to administer the Audit Programs under IRP and IFTA until retiring March 2023. During my years working for the State of Oklahoma, I served as Vice Chair and Chair of the IRP’s Compliance Audit Working Group as well as the Parliamentarian and Chair of the Dispute Resolution Committee. I was also fortunate to receive the Richard Reeves IRP Leadership Award in 2018.

Jay Starling

Programs Director

Prior to serving as the IRP, Inc. programs director, Jay served nearly 30 years as an IRP auditor, audit supervisor, motor carrier services manager, and director of the Alabama Department of Revenue, Motor Vehicle Division. Jay served on the IRP board of directors, dispute resolution committee, audit committee and various working groups. Jay holds a BS in business administration and accounting from the University of Alabama and MBA from Troy University. Jay is also a Certified Public Manager.
